On July 19, 2023, Minister of Economic Development and Trade Zavqizoda Zavqi Amin presented the National Voluntary Review of the Republic of Tajikistan on the theme “Green Development for a Bright, Sustainable and Inclusive Future” at the High Level Political Forum in New York. The Republic of Tajikistan, as an active member of the UN, presented its second National Voluntary Review to present achievements in the implementation of the Sustainable Development Goals (the presentation and video of the National Voluntary Review of the Republic of Tajikistan are attached).

It was noted that Tajikistan has made significant progress in the implementation of the Sustainable Development Goals during 2016-2022. It is estimated that the Republic of Tajikistan has achieved 70% of the SDGs, and some of their indicators by more than 90%.

Despite the processes taking place in the world economy and the negative impact of external factors, especially the strengthening of geopolitical contradictions, sanctions, trade conflicts, the spread of infectious diseases, as well as the consequences of climate change on the world economy, as a result of the effective implementation of economic reforms, the implementation of government strategies, programs and anti-crisis measures over the past five years, the development of the economy of Tajikistan has been ensured at an average rate of 7.3% annually, the income of the population has increased by 2.1 times, the average wage has increased by 1.5 times, the size of the pension by 1.3 times.

It was stated that Tajikistan is a leader in global issues of water and climate, and the 5th global initiative of the Founder of Peace and National Unity - the Leader of the Nation, the President of the Republic of Tajikistan, respected Emomali Rahmon, to declare 2025 the International Year for the Protection of Glaciers, and on March 21 the International Day for the Protection of Glaciers was unanimously adopted by a resolution of the General Assembly.

It was noted that Tajikistan is the source of more than 60% of Central Asia's water resources, and 98% of electricity is produced by hydroelectric power plants. Currently, Tajikistan ranks sixth in the world in the use of "green energy". With the construction and full operation of the Rogun HPP, Tajikistan's position in the production of "green energy" will reach fourth place in the world. At the same time, Tajikistan is among the countries with a small share of greenhouse gas emissions.

Tajikistan is a young country, more than 70 percent of its population are young people. In this regard, during the years of independence, 3,420 educational institutions and 2,827 medical institutions were built in the country, which significantly improved access to quality education and healthcare.

During this period, the average annual growth rate of the housing stock increased even more than the population growth rate, and access to drinking water services increased from 76% to 82%.

Over the past five years, maternal and child mortality have decreased by 70% and 36%, respectively, while the number of registered patients with tuberculosis and human immunodeficiency virus (HIV) has decreased by 26% and 19.5%, respectively.

In order to create a reliable system of social protection, the Targeted Social Assistance Program was launched, the Unified National Information Register of Low-Income Families and the Disabled was created, more than 19 billion somoni was allocated to support socially vulnerable segments of the population.

During the period of independence, more than 2,000 MW of additional electrical capacities were built and put into operation, which made it possible to increase the accessibility of the rural population to electricity up to 98% in 2022 and reduce energy poverty. According to World Energy Trillema, Tajikistan entered the list of 10 leading countries in terms of energy security.

During the years of independence, 2400 km of roads, 326 bridges, 6 road tunnels, 219 km of railways have been built and put into operation to ensure accelerated industrialization and development of the country's infrastructure.

In order to ensure the sustainable development of organic agriculture in line with climate change and international standards of good agricultural practice, "GAP" was launched.

The implementation of such measures has reduced the poverty rate from 31% in 2015 to 22.5% in 2022.

The Minister of Economic Development and Trade emphasized that the Republic of Tajikistan has prepared the second National Voluntary Review during the period of the global economic, food and energy crisis, the consequences of COVID-19 and climate change, which pose a serious threat to the achievement of the SDGs. Under such conditions, maintaining macroeconomic stability, food security, social development, border security and addressing the inevitable impacts of global climate change are priorities.

In conclusion, it was assured that the Republic of Tajikistan will continue to implement the Global Agenda for Sustainable Development until 2030 in the context of inclusiveness, respecting the principle of "leaving no one behind" and innovation. In this regard, the financial and technical support of development partners in all economic, social and environmental aspects plays a key role in achieving the SDGs.

At the event, representatives of the UN member countries, the private sector and civil society asked a number of questions, to which the official delegation of the Republic of Tajikistan gave specific answers.
